Dove Creek Data Center Updates and Information
On October 8, 2026 State Rep. Drew Darby called on Beacon Data Centers to withdraw its pending permit applications and stop plans for developing a data center in the Dove Creek community of Tom Green County. You can read more here. You can also see Drew Darby's campaign donations here (some of which are from Gideon Powell).
On April 7th, County Commissioner Shawn Nanny shared that Beacon Data Centers was in the early stages of exploring an AI data center in the Dove Creek area. The response has not been positive. Many Dove Creek, Knickerbocker, and Christoval residents emailed Shawn Nanny. A meeting April 16, 2026 between Beacon Data Centers and the community of Dove Creek did not go positively for the data center firm.

Two Data Center Empires, One County Commissioner, and the Web Connecting Them
Commissioner Shawn Nanny sits at the intersection of two competing gigawatt-scale data center projects converging on his rural Texas precinct— while running a real estate brokerage on the same corridor where the facilities would be built. This cross-referencing investigation of 30+ entities, individuals, and financial relationships reveals previously undocumented corporate structures, personnel overlaps, hidden advisory roles, and a pattern of regulatory non-disclosure that raises serious questions about self-dealing in Tom Green County. The most significant new findings include: Catherine Rells, a CC'd party on early data center emails, owns a company registered in San Angelo despite being based in San Diego; the Nadia Partners "founders-only" claim is contradicted by at least six SEC pooled investment fund filings; a single individual (Wesley Cullum) simultaneously serves as CEO of Dromore Energy and SVP at Beacon Data Centers; and the "Angelo-Phoenix Data Center" referenced in Attinger's October 2025 emails appears to be an internal codename for the Beacon project — connecting Attinger to Beacon months before its public disclosure.
The Skybox Emergent Nexus: How Four Prime Alumni Built a 1.2GW Project
The San Angelo projected marketed by Emergent Data Centers a "1.2 GW AI Data Center Campus" (which you can see here). is officially branded by the city as the "Skybox/Emergent Data Center" here and here - yet no public documentation explains the legal or corporate structure of this partnership. Skybox Datacenters LLC was co-founded in 2013 by Rob Morris, the CEO, and Travis Young, the CFO, both formerly of Cushman & Wakefield's Mission Critical Practice (here and here). The company originated as a joint venture between Morris' Rugen Street Capital and Bandera Ventures, though Skybox confirmed to Data Center Dynamics that neither currently holds equity. PitchBook records show Rugen Street Capital formally exited Skybox on September 1, 2023 - yet Morris continues as CEO and still uses a @rugenstreet.com email address and Rugen Street Capital's office address (2101 Cedar Springs Road, Suite 1050, Dallas) was previously the same building as Skybox's headquarters.
Ermgent Data Centers is led by Chris Sumter (CEO), who co-founded Vantage Data Centers and most recently served as Chief Commercial Officer at Prime Data Centers. What makes Emergent's leadership remarkable is that four of its six operational executives came from the same company: Sumter, David Holub (EVP, formerly SVP at Prime), Jeremiah Collins (SVP Energy, formerly Head of Utilities and Incentives at Prime), and Scott Kuebler (VP Solutions, formerly Senior Solutions Engineer at Prime). This represents not merely a talent pipeline, but a coordinated team departure from Prime - a company that is itself aggressively expanding in Texas with $1.3 billion campuses planned in Austin and Fort Worth. Prime's current SVP of Marketing, Mark Jobson, and CEO Nicholas Lang have been contacted separately by the researcher. No formal Skybox-Emergent partnership fillings, SEC disclosures, or corporate registrations connecting the two entities were were found in any state database.
Shervin Pishevar, listed as Investor/Advisor on Emergent's website, operates through Sofreh Capital — his family office fund based
in Miami, with his brother Afshin Pishevar serving as General Counsel. Since his December 2017 resignation from Sherpa Capital amid sexual misconduct allegations, Pishevar has launched multiple ventures including the DPCM Capital SPAC (which
took quantum computing company D-Wave public at a $1 billion+ valuation) and Telly (a free TV platform). OpenSecrets shows 108 records of his political contributions, primarily to Democratic candidates, though he endorsed Donald Trump's 2024 presidential campaign. No direct connection was found between Pishevar and Rob Morris, Rugen Street Capital, Bandera Ventures, or Mark Attinger. His Emergent advisory role is his only documented data center involvement.

Freeman Group and Bandera: the institutional money behind Skybox
Freeman Group, the confirmed Skybox investor (per PitchBook), is far from a passive financial backer. Founded in 2000 by Brandon W. Freeman in Dallas, Freeman Group co-founded DataBank Holdings — now one of the largest U.S. data center operators (owned by DigitalBridge). Freeman served as DataBank's Chairman before selling it to Avista Capital Partners in 2011. The firm has made 21
investments with 9 exits, and its most recent investment (May 2, 2025) was in DataBank's EWR2 facility in Piscataway, New Jersey. Freeman's deep institutional data center roots make his Skybox investment far more significant than a typical venture bet — it
represents continuity from one of Dallas's original data center dynasties.
Bandera Ventures was founded in 2003 by three former Trammell Crow Company partners: Charles "Chuck" Anderson, Pryor Blackwell, and Thomas "Tom"Leiser. Anderson has a notable connection to Harlan Crow (of the politically influential Crow family),
stating publicly: "I loved Harlan Crow for the opportunity he gave me early on in my career, and I still am very friendly with him." Anderson donated $10,000 to Don Huffines in Texas political races. Despite no longer holding equity in Skybox,
Bandera continues co-developing projects with Skybox, including the PowerCampus Dallas (300MW, 100 acres, with Principal Asset Management). The firm's explicitly faith-based mission statement ("Glorify Jesus Christ in all aspects of our lives") unusual for a data center developer but reflects the Trammell Crow from culture which it originated.

The Beacon-Nadia Network: Irish Founders, Cayman Connections, and SEC Contradictions
The Beacon project is a product of Nadia Partners, a New York-based "company originator" founded in 2021 by Irish-born
Aidan Kehoe (and here) immediately after selling his cybersecurity firm SKOUT to Barracuda Networks. The SEC filings tell a story Nadia's public messaging contradicts. Despite claiming "no investors, only founders," Nadia has filed at least six Form D offerings with the SEC classified as Pooled InvestmentFund vehicles:
- Nadia Partners (Beacon Data Centers) LLC — filed June 20, 2024, "Yetto Sell" ($0 raised)
- Nadia Partners (Hatz) LLC
- Nadia Partners (Hatz II) LLC — filed December 19, 2025, $1.5 million raised
- Nadia Partners (AI One II) LLC
- Nadia Partners (M) LLC
- Nadia Partners (AI 1) LLC
These filings use Rule 506(b) and Section 3(c)(7) exemptions — the latter being specifically for funds sold to "qualified purchasers" (typically institutional investors with $5 million+ in investments). This regulatory architecture is fundamentally inconsistent with a
founders-only structure. The Beacon Data Centers Form D lists Aidan Kehoe as Director and the manager entity as "Nadia Partners (Beacon Data Centers)Manager LLC."
The Irish network within Nadia/Beacon is extensive and previously undocumented in its full scope. Beyond founders Kehoe (Laois, Ireland), John Halpin (Law Society of Ireland, University College Cork), (and more here) and Joseph Shovlin (Irish surname, Microsoft Grange Castle Dublin experience), the Beacon team includes Éanna Murphy (distinctly Irish name, former Google Data Centers and Yondr Americas COO), Dermot Callaghan (SVP Data Center Strategy, ex-Google Data Centers), and portfolio company founders Rob Heffernan (Talli CEO), Conor Twomey and Fergus Keenan (AI One co-founders). The company name "Dromore" derives from Dromore, County Down, Northern Ireland (Irish: Druim Mór, "large ridge"), and the firm maintains a Dublin office at 10 Ely Place — one of the most prestigious Georgian addresses in Dublin's city center.
A critical finding: Wesley Cullum holds dual roles as CEO of Dromore Energy Inc. AND Senior Vice President of Power Generation at Beacon Data Centers simultaneously. His background spans international renewable energy: EDF Group
(France), CUC/Fortis (Caribbean), and Mulilo (Africa). Dromore Energy (more here), incorporated in Alberta on August 29, 2023, claims 2,500 MWof approved grid capacity from AESO with projects including the 250MW Ra MPC Solar Battery at Vegreville and 350MW projects at Wabamun. The entity uses the email domain nadiainfra.com — revealing a previously undocumented "Nadia Infra" operational arm serving as shared infrastructure for Nadia's portfolio companies.
The Beacon leadership team is also larger than publicly presented. Nelson Fonseca (former CEO of Cyxtera Technologies, President of Cirion Technologies/Stonepeak) appears in Rocky View County development documents as "Head of Transactions" at Beacon
butis not listed on Beacon's public team page and his LinkedIn still shows Cirion. Similarly, Éanna Murphy appears in county filings but not on the public website. The current public website lists David Lane as CEO (ex-IFM Investors, ORIX Corporation), with Josh Schertzer as Co-Chair — suggesting a leadership transition since the May 2025 CEO announcement. Schertzer's Blackstone connection is personal rather than institutional: he confirmed on the ARC Energy podcastthat he "sat on the board ofAidan's [Kehoe's] company years ago" and they "always knew... we would end up working together somehow."

Catherine Wells, Elari Corporation, and the "Angelo-Phoenix" Codename
One of the most significant findings concerns Catherine Rells (also known as Catherine Z. Cruz), a business development professional based in San Diego who was CC'd on Mark Attinger's October 19, 2025 emails aboutthe "Angelo - Phoenix Data Center" to Commissioner Nanny and Taylor Younts. Rells works at McKinney Capital & Advisory (a San Diego commercial real estate investment firm at 4660 La Jolla Village Drive) and is the founder of Elari Corporation, which is registered in San Angelo, Texas — despite Rells residing in San Diego. Elari Corporation has no visible web presence, no discernible business activity, and no corporate website. Rells has zero prior data center experience; her background spans healthcare nonprofits, biotech (Gene Tox Lab
Solutions), and talent acquisition. The combination of an entity registered in San Angelo, involvementin data center correspondence with a county commissioner, and no industry experience warrants further investigation into Elari Corporation's purpose and capitalization.
The "Angelo-Phoenix Data Center" referenced in the October 2025 email subject line almost certainly represents an internal codename for the Beacon project. The evidence: (1) the emails were sent to Commissioner Nanny, whose Precinct 4 encompasses the Dove Creek area where Beacon now proposes to build — not to city officials involved with the Skybox project on city land; (2)Mark Attinger is based in Scottsdale, Arizona (Phoenix metro), making "Phoenix" a logical geographic reference to his
location while "Angelo" references San Angelo; (3) the Skybox project was already public by May 2025, eliminating any need for a codename; (4)no separate "Angelo-Phoenix Data Center" project exists in any corporate registry, permit database, or news source; and (5) the October 2025 timeline aligns with the 6-month lead time before Beacon's April 2026 public disclosure.

Mark Attinger : The Broker with No Data Center Footprint
Mark Attinger of Scottsdale, Arizona, is the intermediary brokering Beacon's entry into Tom Green County. His professional background is entirely in financial services: former CFO and Treasurer of Paysign Inc. (NASDAQ: PAYS, a payment processor), founder of Fimark LLC (CFO advisory and M&A services), and member of The M&A Source (a professional association for M&A advisors). He also holds a role at Sonatafy Technology (nearshore software development) and recently founded Pinch Financial (a mortgage application platform).
The Attinger Group Inc. has a virtually nonexistent digitalfootprint. No corporate registration was found in the Arizona Corporation Commission, SEC EDGAR, or any state database. The domain theattingergroup.com does not appear in any indexed pages. A search for his phone number (480.352.9151) and email ([email protected]) returned zero results. No prior
data center deals, energy projects, or infrastructure brokerage were found in Attinger's history. This makes his role as the primary intermediary between Beacon/Nadia Partners and a rural Texas county commissioner — managing in-person meetings, coordinating community forums, and facilitating a $358.5 million wish list — a significant anomaly requiring explanation.

Commissioner Nanny: The Regulatory Framework He May Be Violating
Commissioner Nanny occupies a position where Texas Local Government Code Chapters 171 and 176 impose specific obligations. Under Chapter 171, a county commissioner with a "substantial interest" in real property (fair market value of $2,500+) must file an affidavit with the county clerk and abstain from any vote on matters affecting that interest. This extends to first-degree relatives (parents, children, spouses) but technically not nephews (second degree of consanguinity). Jake Fletcher Nanny's 10 acres at 9501W FM 2335 — directly on the Beacon data center corridor, with a 39% value increase from $273,000 to $380,000 in 2024-2025 — falls outside the strict first-degree threshold but remains a powerful indicator of benefit flowing to the commissioner's family network.
Chapter 176 presents a more direct exposure. It requires disclosure of relationships with vendors or contractors, income exceeding $2,500, or gifts exceeding $250 from parties doing business with the county. Nanny's months-long correspondence with Attinger --
including in-person meetings in San Angelo with Joseph Shovlin, a text thread dating to October 2025, and the transmission of a $358.5 million wish list on March 16, 2026— likely triggers Chapter 176 disclosure requirements regardless of whether a formal vote has occurred. No Chapter 171 affidavits or Chapter 176 disclosure statements filed by Nanny were found in
any public record.
The timeline compounds the concern. Nanny completed 24 hours of broker continuing education in just 2 days (August 4-5, 2025)— the same month he began corresponding with Attinger. His agents MaryAnn Cochran and Gary Hugh Cochran transferred to Nanny Land Co. approximately 22-28 days after the May 6, 2025 Skybox vote. Both Cochrans previously served with Nanny on the Christoval ISD Board of Trustees (confirmed by a 2016 San Angelo LIVE! article listing Nanny as VP, alongside Cochran and Uptergrove as trustees). Michael Shawn Uptergrove, another Nanny Land Co. agent since 2013, currently serves as a Christoval ISD Trustee and was almost certainly on the board when the $19.5 million bond passed on May 4, 2024, by 340-285.
That bond — for a new intermediate campus driven by 33% enrollment growth over seven years — appeared on Nanny's March 16 wish list to Attinger. The logic is circular: data center development accelerates population growth in the Christoval/Dove Creek corridor, increasing enrollment (justifying the bond), boosting property values (benefiting Nanny Land Co. and family landholdings), and expanding the tax base (servicing the bond debt).

The $25,000 question and what the campaign finance trail does not show
The reported $25,000 Skybox contribution to Governor Greg Abbott could not be verified through any publicly searchable database. The April 6, 2026E&E News/POLITICO article documenting $1.6 million in tech contributions to Abbott in 2025 identifies Joe Gebbia ($1 million, Airbnb co-founder/Tesla board) and MacKenzie Price ($600,000, AI schools) as the major donors — not Skybox or any data center developer. Meta's "Forge the Future" PAC spent $1.3 million on 2026 Texas primaries. Elon Musk gave $500,000 to the Texas Senate Leadership Fund.
Texas has no limits on individual campaign contributions, and the state is forgoing at least $1.3 billion annually in sales tax revenue from data center tax breaks (projected to reach $1.8 billion by FY2030). The Texas Ethics Commission's interactive search forms could not be queried County progress programmatically. Direct TEC database queries are required to confirm or deny the $25,000
figure. No campaign contributions to any Tom Green County or San Angelo local officials from any of the investigated entities were found, though local campaign finance reports are filed with the County Clerk rather than the TEC and may not be digitally searchable.
No lobbying registrations were found for any investigated entity in the TEC lobbying database, federal Senate LDA filings, or FARA (Foreign Agent Registration Act) database — despite Nadia Partners' Irish/UK/Cayman Islands founder base, which could raise FARA questions.

Energy Infrastructure: Collins' Pipeline from Wholesale Trading to Gigawatt Procurement
Glenwood Energy Partners, Ltd., co-founded by Emergent's Jeremiah Collins and Byron G. Biggs in Fort Worth, Texas (incorporated July 14, 2004), operated as a wholesale electricity and natural gas trading firm. Per Emergent's website, Collins "raised
private equity to fund five energy trading facilities and launched multiple national retail power ventures, achieving several successful exits." Biggs later founded Electrasource Advisors and Allsource Energy Services, both focused on
the ERCOT deregulated electricity market. Collins's career trajectory— from Glenwood (wholesale energy trading) to Prime Data Centers (interconnections across ERCOT, ComEd, SVP, SRP) to Emergent (1.2 GW San Angelo campus) — represents a direct pipeline from energy market expertise to data center power procurement. The GP LLC entity is listed as inactive with the Texas Secretary of State, but Collins also has ties to Glenwood Land Holdings LLC per corporate records.

The Angelo Solar 2022 Reinvestment Zone (created March 8, 2022, 50 acres, Chapter 312 tax abatement) has no connection to any data center entity. The beneficiary is Angelo Solar, LLC, a project of Apex Clean Energy (Virginia-based renewable
developer) building a 174 MW solar farm with $70 million in battery storage under a PILOT agreement providing approximately 47% tax reduction over 10 years. Four additional solar projects in Tom Green County (Brushy Creek, Knickerbocker, Concho Valley,
Rambler) create the renewable energy ecosystem that makes data center development viable — Emergent specifically promotes "energy economics and ERCOT market access" for its San Angelo campus.

Goodfellow AFB, PFAS, and the Military Proximity Nobody is Discussing
No formal connection was found between any data center entity and Goodfellow Air Force Base, the intelligence and surveillance training installation in San Angelo. Scott Kuebler (Virginia Military Institute graduate, former U.S. Air Force officer) has no documented connection to Goodfellow specifically. Emergent's reference to a "technical talent pool from military and manufacturing presence" is marketing language rather than a formal military partnership.
However, a geographic concern emerges: the Air Force Civil Engineer Center confirmed PFAS contamination from firefighting foam (AFFF) at Goodfellow, with off-base wells north and northeast of the installation showing PFOS/PFOA above EPA health advisory levels. The proposed Skybox/Emergent site is northeast of San Angelo near US Highway 67 North — potentially within or adjacent to the PFAS contamination zone. The U.S. Army's March 2026 announcement selecting Carlyle Group for Fort Bliss data
centers establishes a precedent for military-adjacent data center development in Texas, though Goodfellow (Air Force) is not part of that program.

What Remains Hidden and Where to Look Next
Several critical gaps persistthat public databases cannot resolve:
Unidentified entities and individuals. The "Nixons" referenced in the February 12 text ("We will be meeting the Nixon's for breakfast" before a 10:30am meeting) could not be identified. No prominent Nixon family was found in San Angelo real estate, government, or business circles. The breakfast was likely on a Friday (February 13, 2026), inconsistent with the regular Tuesday Commissioners Court schedule, suggesting a private meeting. Taylor Younts is confirmed as a Tom Green County employee (county email domain) but their specific role could not be determined — the Younts family is established in San Angelo through Younts Insurance Agency (Craig Younts).
Corporate structures requiring direct registry access. The Texas Secretary of State, California Secretary of State, Delaware Division of Corporations, and Arizona Corporation Commission all use interactive form-based search interfaces that could not be queried programmatically. Direct searches for Emergent Data Centers, Skybox Datacenters, Rugen Street Capital, The Attinger Group, and Elari Corporation in these registries would likely reveal incorporation details, registered agents, and authorized officers not available through secondary sources.
Financial records requiring FOIA or subpoena. The San Angelo Development Corporation's $6.2 million in "business incentives" (an 860% increase over FY2023) with undisclosed recipients — $3.78 million of which predates the May 2025 public Skybox announcement — cannot be investigated through web-accessible sources. The $358.5 million wish list Nanny sent
to Attinger, the full Attinger-Nanny text thread, and Chapter 176 disclosure filings (or their absence) require direct records requests.

Conclusion
This investigation reveals a dual-track data center land grab in Tom Green County involving entities with no operational track record (Emergent has built nothing; Beacon's first facilities won't energize until 2027), intermediaries with no industry experience
(Attinger, Rells), corporate structures designed to obscure beneficial ownership (Nadia's pooled investment fund vehicles vs. its "founders-only" narrative), and a county commissioner whose real estate brokerage, family land holdings, and school board network are all positioned to benefit from the projects he is facilitating in private correspondence while publicly claiming ignorance. The Elari Corporation registration in San Angelo, the "Angelo-Phoenix" codename connecting Attinger to Beacon six months before public disclosure, Nadia Partners' SEC contradictions, and the absence of any Chapter 171 or 176 filings by
Commissioner Nanny are the strongestleads for further investigation. The most actionable next step is direct querying of the Texas Ethics Commission campaign finance database, followed byTom Green County Clerk requests for any filed (or conspicuously
un-filed) conflict of interest affidavits.
