Subject: Request to Include Written Comment in Public Record Re: ROW Fee and Northeast Sector Master Plan

Mayor and Council Member,

I’m writing regarding the proposed $15 a month right of way fee. I’m concerned about the additional expense of this fee when larger cities pay lower fees. College Station, a city with over 100,000 pays $9.24. Additionally, I’m concerned about assistance programs for residents who will not be able to comfortably afford this fee, but may make too much to be considered for an assistance threshold (this is something to consider, given that minimum wage is $7.25 an hour and two hours of work would still not cover this fee.

It’s hard to believe that this fee has nothing to do with data centers, when the cities provided in the town hall slides either have data centers or are looking at proposed data centers. It’s also hard to believe these funds wouldn’t be used to support the Northeast Sector Master Plan. I am concerned this plan will shape the future of San Angelo for decades - and that there are future hyperscale data centers in this plan. San Angeloeans deserve transparency and the opportunity for true public input (beyond comments at city council meetings where it feels the public is often ignored). This plan would cost $350 million to build out more roads, water lines, and infrastructure and convert 7,700 acres of existing farm land to spaces ready for 3-5 more data center sites.

Please, hold true public input meetings regarding these issues.
Sincerely,

[Your Name]
[Your District]

More Information

What keeps you up at night? Are you worried about the cost of your utilities going up - new fees added to water bills? What is the future of San Angelo going to look like? Will we have enough water for the next generation? Don’t the residents deserve to be heard on big issues? Future planning for San Angelo must be carefully considered. The Northeast Sector Master Plan (not mentioned at the town halls and includes the future of 7,000+ acres) will determine what the future of San Angelo looks like and YOUR voice matters on big issues.

Community input is vital when it comes to building public trust. The ROW fee would add $8.75 per month to your water bill. San Angelo's budget is in trouble, and the mayor wants to use this fee to balance it the budget, and will use the fee for road maintenance. Similar fees have resulted in lawsuits in El Paso and Austin. Recent town halls held with council members and the new city manager were not held in a traditional format that allowed for an open Q&A where participants could hear questions and answers.  Instead, city officials spoke separately with residents and answered questions privately. Was this an attempt to control how and what information was shared? San Angeloans demand transparency!
